It is not a confederation- eu is not a country- it has a flag. Any liberal democracy is going to have an internal common market. There are countries that are not part of the eu, but use the eu money. They are now opening eu embassy in some countries. Eu has law- eu has military officers and has representative in the nato. Legitimate use of force means to use violence in order to enforce law (ex. Police shoot you if you commit a crime)- Eu doesn"t have legitimate use of force yet. How do i define the european union? (think about it) Community or european union, used especially in the 1960s and 1970s. Supernaturalism: (above a nation- state level) legal authority above the level of nation state. Intergovernmentalism: countries working an deciding together (zusammen)- all. 28 countries cooperatively deciding together to do something.
