Balance of power (alliance v. costly war)- able to maintain overall stability. Must be top dog , today"s allies could become tomorrow"s enemy. Countries won"t go to war if other country has nuclear weapons. Post cold war transition; no upheavals, wars. Soft power- social media, appeal of country"s culture. Command (hard power)- get others to act in ways that we prefer.
