The south is extremely devastated. to the union. He had accepted la, tn, and one more. Lincoln was happy with: the task at hand for lincoln was what to do with the occupied areas. Lincoln believed that reconstruction should be in his hands. Something stronger than the emancipation proclamation will but will not be ratified by states for another year. Some states would take their slave codes and remove the word slave from them: next time: johnson and congress. Congress wont wait for 14th amendment to kick in. Johnson was put on unionist ticket in 1864 and is breaking with republicans in congress on how to go about reconstruction. He wanted reconstruction to get done quickly and congress was not in favor of his government: 1866 was midterm election johnson decides that he would campaign for candidates that favored his policies and wanted quick reconstruction. He is mainly campaigning for democrats, but a few republicans.
