Harry s. truman and the cold war cont. The u. s. has never had a foreign aid program during peacetime and congress said yes. Becomes known as the truman doctrine of 1947. Greece and turkey become the immediate targets and we start providing military/ economic aid. This helps greece and turkey win their civil wars so they aren"t oppressed by communism. The plan works: marshall plan of 1948, economic assistance to w. europe to help them rebuild after. Wwii: both plans rest on the idea the us must resist soviet expansion (containment). Containment is our official foreign policy during the cold war. -- the soviets begin to monitor movement into west berlin (they start controlling the passage of trains, trucks, etc into west berlin they shut off ground access into west berlin). They want west berlin to think that the us cannot save them. --winter time approaches and west berlin is in desperate need of supplies.
