Determinants of calling the police include: extent of personal injury, value and insurance, nature of victim/offender relationship, confidence in the police. Involvement in illegal activities: hierarchy rule- the most serious crime is included in ucr. If police are not able to determine whether a crime occurred, they consider it unfounded.
