Cases by case litigation required a lot of time and money. 15th amendment, 1870, guaranteed the right to vote regardless of race, color of previous servitude. Not widely enforced until civil rights movement . Voting rights act of 1965 (vra) (controversy, effects, reversal) Exclusionary tactics 1) democratic party- was a private organization, defined its own membership, could exclude blacks 2) white primaries- blacks were not allowed to vote in primaries, only the general election. The south was essentially a 1 party system, the real contest was in the primary. 3) literacy tests- required and kept illiterate blacks away. Grandfather clauses - exempt people from literacy tests if their ancestors could vote prior to 15th amendment (mostly white people) Gerrymandering a way to dilute the minority vote. Definition: a form redistribution in which electoral district or constituency boundaries are deliberately modified for political advantage. Used to help or hinder specific political parties or races.
