States seek to create international institutions and laws that enable them to secure their national interests in a more globalized society. Global governance describes the formal and informal processes and institutions that guide and control the activities of both state and nonstate actors in the international system; global governance does not mean the creation of a world government. After all, this governance is not always led by states, nor is it always led by international organizations that are created by states; multinationals and ngos create rules and regulations to govern behavior in some policy areas. For example, banks will set up informal rules for exchanging currencies, and ngos have set up ethical rules for fundraising and intervention in crisis regions. In this case, the state is the primary actor but not the only one in global governance.
