Through the imperial period, russia"s political and social elites were from members of the noble estate. The core of social elite were members of aristocratic land- owning families. These families being old and titled were rich as well. Most of the military and bureaucratic elite were birthed from hereditary nobility, the majority coming from well- established but not usually rich land-owning families or sometimes from service noble dynasties. The minority of senior generals who were not noble by birth gained status by reaching senior ranks in the military. The core were senior civilians and military officials. The elite was also made up of members from the orthodox. Church and the new russian business class which had emerged since the 19th century. This group was still mostly second class within the political and social world but this was a weakness for the tsarist regime.
