In the lade 1920s, lenin launched a series of socialist offensives that transformed the country. The ussr< was a minor industrial power, a poor but resource rich country based on a large but primitive agrarian network of small peasant farms. Most of the rural population lived on a huge estate managed agrifarm complexes. Through state planning and forced investment, industrial production had doubled, tripled and quadrupled. Literacy rates soared as a result of the intensive state spending on education. Roads, rail lines, radio and air travel connected isolated parts of the country. Iron and steel production, mining, machine building, energy generation and agriculture was expanded. There was the building of the hydroelectric dam in 1928. It was through the international sale of agriculral surplus that industrialization had to be finance and that socialist cities were fed. Mass prpaganda campaigns created legitimacy and stalnist leaders mobilized local party committees, police, security and military units.
