The early years after independence, most states: countries to have the take-off: exp agricultural boom, volume of exports grew, enrollments at schools increased at all levels. In most places it was taught in french or english: at independence, most countries had graduates where independence was delayed, edu had to develop among exiles of whom only a small group returned. Improved health infrastructure: health, nutrition, teaching, population growth, dams and hydroelectric power were considered to be a corner stone to modernization, high expectation but little reward in reality. African middle class upon which the health and progress of the new national economies largely depended.
