Scandinavia - rich make money off of the money that they have, ccf said in order to reduce this unearned income is by taxing them - important to change behaviour - a way of redistributing talent. Social programs government using its resources to help disadvantaged people- things like health and safety for workers, expansion of education, public access to university. Encouraging people to see the state as something that can help them.
