Instead of the people ruling themselves, people with power would use it over those without power. Mill is concerned about two things: define political liberty as against political tyranny, vs. social liberty against the tyranny of the majority. Above is the major issue mill has laid out. Preventing harm to others is a reason for state/social action to regulate conduct.
