The first debate is about the probability of a reverse trend with the wars, the economic success of authoritarian china. The second debate is the gray zone where there are hybrid regimes. Most new democracies aren"t fully democracies, but a type of. Minimalist democracy: requires only competition for leadership with regular elections and uncertain outcomes. Electoral democracy: demands higher level of electoral integrity. Liberal democracy: adds rule of law, equality before and under the law. Electoral autocracies: like minimalist democracies except there is no uncertainty about who will win. Similar third wave trends in asia as in the americas, same with europe and sub saharan. Africa but not in the middle east and north africa. Criticism of wave model in that the reversal periods cannot be proved. We are now in a standstill with fluctuations.
