Ph scale is logarithmic; each ph unit represents a 10-fold difference. A ph 5 solution is 10 times more acidic than a ph 6. Blood ph is 7. 4 (neutral ph) solution. Take strong acid (completely dissociated h+) and and make it a weaker acid (less dissociated) Take strong base (completely dissociated oh-) and and make it a weaker base (less dissociated) Weakly dissociated do not cause much biological issues in our body. Can be in monomer or polymer form.
