The other side represents restraining forces that maintain status quo, aka resistance to change b/c they appear to block change process. *resistance to change take on many forms ranging from overt work stoppages to subtle attempts to continue the old ways. Subtle forms of resistance potentially create the greatest obstacles to change b/c they"re not visible b/c they drain the life out of important initiative & result in solns that don"t have expected performance impact.
