German empire and bitter feelings from france for having lost alsace- Allied prussia and 17 north german states in 1870, and the proclamation of the creation of the german empire in 1871. Had great influence in domestic administrative affairs: currency, civil law, social security and insurance. Had great influence in foreign affairs: in the congress of berlin, he acted as mediator between the great powers in creating alliances. To maintain the empire"s stability, bismarck allied germany with austria-hungary in 1879. Foreign policy of realpolitik: the goal of isolating france, had no interest in colonizing overseas and hoped to keep good relations with britain.
