Has taken on increasing importance because of actions of police in us and canada. At times necessary part of police work, do have state sanctioned authority to use force that could cause death in othrs. 1. proportonality: reasonable to level of threeat to which they are confronted: necessity: no other less severe/serious option- s/b last resort, reasonableness- should be reasonable given circumstances. Really easy to judge w/ benefit of hindsight, but when they have just seconds to act it is hard for police to act in ways that are approproate as deemed so by people called in to asses actions. At same time we have sadf # of instances where police abuse/act negligently/ have acted violently. Given seriousness of use of foicrce and pitential for it to result in death there are various models to train police and assess actions. Ineveitably they are simplified theoretical contructs that dont always capture reality. Use of force no exception models of force.
