It is the least complex form of political organization. Usually found among foragers, hunters and nomadic groups. They occupy a common territory for if environmental and subsistence circumstances are favorable. They have an emphasis on achieving a consensus rather then majority. Leadership is based on ability and they remain there as long as they have the communities confidence.
