Accountability means that those who hold government power must be answerable and be responsive to the people for the way in which that power is exercised. there are four basic components of accountability: assignment of responsibilities, obligation to answer for their fulfillment, evaluation of the performance of the responsibilities, sanctions/rewards based on the evaluation. Its functions include: organizing public opinion and the government, providing leadership, providing symbols of allegiance, connect citizens to the state, structure votes, providing integration. The following are examples of rights solidified within the charter in the form of sections: s. 2 fundamental freedoms, s. 3 5 democratic and mobility rights, s. 7 14 legal rights, s. 15 equality rights (ex: same sex marriage interpretation, s. 16 22 language rights, s. 24 judicial review (the power of the court to determine if the actions of other branches of the government are constitutional or not, s. 25 30 identifiable groups, s. 33 notwithstanding clause.
