Traditional function of the bureaucracy is the policy of implementation (administering policies established by the pm, cabinet, and parliament. The bureaucracy is equally involved in the function of policy making. Regulations: the detailed rules drafted by the bureaucracy under the authority of laws passed by parliament that are too voluminous and technical to put into the legislation itself. The bureaucracy provides the service, does the regulating, collects the taxes, and performs whatever other activities are necessary to apply the law. Ministers are in charge of their department and must provide direction and overall blame for criticism. Ministerial responsibility: the principle that cabinet minister are individually responsible to the house of commons for everything that happens in their department. Major bureaucratic blunders are due to no one accepting responsibilities for mistakes. Deputy minister: act as the chief policy advisor to the minister and function as the manager of the department. They usually run the departments, not the ministers.
