It seems that nothing fuels the fires of moral panic than the image (false one) of non- white youth gangs preying on the innocent. Racializes: goes beyond overt expressions and discriminatory actions of persons. Hooliganism was defined as the black problem. Ethnographic method: richly detailed descriptions and classifications of a group of people or behavior. Longitudinal studies: data on a group of persons are collected over a number of time periods rather than at one point in their lives. Race: group of persons who share observable physical traits. Socio-economic status plays a role as well. Some provinces and police departments record information on race but this is not widely available. Some departments have created multicultural units and specialized intelligence units. Over the last 10 years, aboriginal gangs have become a focus of law. Federal statistics do not provide public information making it not easily available for research or development of justice policy.
