Unfortunately, regular cycles of elections are not by themselves a sufficient determinant of a mature democracy. An authoritarian society can become a disjunctive democracy by holding recurring competitive elections without becoming a liberal democracy. Disjunctive democracies differ from liberal democracies in that they still suffer serious defects in interethnic relations, discrimination against minorities and disadvantaged groups, an unrestrained executive power, and/or a subdued press. Only in a liberal democracy can the strength of the state and the rule of law be effectively embedded and harmonized in the daily operations of the criminal justice system. Justice systems in authoritarian regimes are known for their arbitrariness, secrecy, and brutality. Although all societies have about the same basic types of criminal justice agencies (e. g. , police, prosecutors, courts, and prisons), systems of criminal justice differ significantly in their organization, operational outcomes, and mission goals.
