Multiple channels connect societies, such as: informal ties between governmental elites and foreign office arrangements; transnational organizations. Transgovernmental applies when we relax the assumption that states act coherently as units. Transnational applies when we relax the assumption that states are the only units. Agenda for interstate relationships consists of multiple issues that are not arranged in a clear or consistent hierarchy. This means that military concerns do not always dominate the agenda. Difference between domestic and foreign policy becomes blurred.
