Intensifying interests in studying states have led to parallel of more intense globalization forces such as shrinking public sectors to improve their quality. Focusing on the state as an analytic category developed more powerfully in the usa with evidence indicating it is a weak state with welfare functions but more elaborated than europe. Debate regarding the states autonomy and capabilities. Projects emerged as a result of these paradoxes. Marching and charging feet during the 60s and the 70s then a fallout with the rise of neoliberalism. There was also a shift regarding social arrangements and processes for political significance. Traditional matters emphasized formal matters on institutions, elites and participation. Social historians were geared toward politics from below where the social interests of power were rooted capitalism. How should the state fit within the analysis of policy and power. Bringing the state back in is known as the second wave of historical social science.
