International classi cation of mental behavioural disorders (icd-10) was issued by the world health organization and is used primarily outside north america. From the time of the earliest records and probably before that humans have identi ed other humans as abnormal and o ered explanations and treatment for their behaviours. Over time de nitions of what is abnormal functioning has changed as well as the explanations and treatments for these. Physiological abnormally refers to behaviours speech or thought that impairs the ability of a person to function in a way that is generally expected of them in the context of where the unusual functioning accuses. Mental illness conveys the same meaning as physiological abnormality but it implies a medical rather than physiological cause. A physiological disorder is a speci c manifestation of this impairment of functioning as described by some set of criteria that have been that have been established by a panel of experts.
