In the 18th and 19th centuries, educational services consisted of programs that were usually spate from public schools, established mainly for children who were considered slow learners or who had hearing or sight loss. During the 1940"s special school versus general education class placement emerged as an issue in the education of students with disabilities. Educators and parents began to advocate that these students be educated in a school setting that would promote social interaction with no-disabled peers. Research in the1950"s looked at the effectiveness of segregated programs and soon developed the notion of mainstreaming. The right to education for children with disabilities came about as a part of a larger social issue in the u. s that was originally due to the civil rights movement.
