Urban transiions and the spaial displacement of environmental burdens. Scaling urban environmental challenges: from local to global and back. Increasing economic aciviies not only create more extensive environmental burdens, but also provide the capacity to address local environmental burdens - or at least to provide protecion for the more aluent residents. Addressing the local environmental burdens adds to the larger scale burdens, as when sewers are used to transfer waste from urban neighbourhoods to local waterways. 3 curves - one curve shows the decline of local burdens, a second shows the rise and fall of city- regional burdens and a third shows the rise of global burdens. "environmental kuznets curve" - the relaionship between economic status and the environment. The curves represent relect poliical struggles, and their successes and failures, various forms of environmental displacement, with diferent poliical and ethical implicaions, and the process through which global "commons" are being appropriated, leaving litle environmental space for economic laggards.
