There are three important roles for external military intervention. The restoration of order, maintaining postconflict peace and preventing coups. The consequences of civil war spill over to the rich world in the form of epidemics , terrorism and drugs. For bottom billion countries, regional political groupings is suggested. The european union has the forces & aspirations and the affected regions have interests and confer legitimacy. The african union could provide the political authority for military intervention and european rapid reaction force can be the backbone of whatever force is needed to intervene. Coups are still a problem for bottom billion and there needs to be a credible military guarantee of external intervention. In bottom billion countries, coup risk is much higher and more risk induces more money for the military. Three important roles for external military intervention : The restoration of order: mainintaing post-conflict peace, preventing coups.
