Concerned with maximizing the benefit and utility of h/c resources: we are faced with scarcity. Resource scarcity, expert scarcity (only so many doctors), scarcity of facilities. We cant just guess, the standard cant be changing. Things to consider when creating a standard for the allocation of health care resources. We have to find a balance between quantity of life and quality of life. Every persons life matters to them in some way. Measuring qalys is missing the point of health care which is to treat equals equally. If a health care option provides me one year of healthy life = 1 qaly. The idea of a negative qaly treatment that provides x number of years of negative/ill health (ex: 3 years of pain, misery, chronic illness)
