Power is shared among competing political, bureaucratic and economic elites. A state organized this way is likely to have difficulty mobilizing will and assets to wage war. Decentralized leadership is likely to be less warlike than centralized or dictorial. Political organization explains why canada engages in war less often. We may never find ways to erase war, but we can hope to find ways to reduce it"s prevalence using sociological analysis. Wars begin with the social construction of a sense of threat, followed by the construction of the enemy that dehumanize and make ti easier to hate them. Even though they are often good for the economy, everyone suffers in the long run. State: set of public organizations that makes & enforces decisions binding every member of society. Including an elected gvmt, civil service, courts etc. Authoritarian state: extreme of political life - tries to fully dominate society and penetrate everyday life.
