The three layers that make up the meninges are: dura mater. Superficial and thickest layer that is made up of irregular connective tissue - and it is believed that all bodily tissues arose from it. It forms a sac from the foramen magnum to occipital bone and is continuous w/ the outer covering of the cranial and spinal nerves. Thin avascular layer that is made up of loose collagen.
