Fraser points to two core elements of any electoral process: fairness and inclusivity. Bill c-23, titled the fair elections act came into force on june 19 2014 under controversy not only for its questionable intentions, but because its rationale and the process by which it came about was contrary to convention. That a government has a right to propose solutions to problems, perceived or real, is not an issue. Parties must agree on conditions of reform. In 2000s, governments stopped working together on this issue there is no agreed or consistent process for changing rules in the future: the process is set by the majority party. One area of concern is having proper identification for voting. Voting card is not insufficient - need 2 pieces.
