More useful to understand the abuse of alcohol and other drugs as problemaic only insofar as it correlates with other social problems (poverty, health, crime) Limited distribuion of drugs by licensed drug treatment specialists treaing withdrawal. As these users grow older, drug use among them drops. 1975 1 in 2 canadians ideniied drugs as a very serious problem.
