He proposed for a new prison system in which he believed would be both fair and humane. He called it special houses of penance- penitentiaries. It would be quiet, clean and orderly: there would be no corporal punishment. This lead to the british penitentiary act-1778 it provided for major reforms including safe and sanitary buildings, regular prison inspections. He died before he ever knew that the regime he fought so hard for the system if solitary confinement- would come to be feared as the cruelest punishment of all * He saw people with gaol sever and small-pox.
