Some of the main issues in declining health is the inadequate access to the basic needs, this includes shelter, food, water and security. Providing these basic needs to the disadvantaged populations can certainly improve conditions in early life. Other methods include, provision of caring and sharing during the early life this is measured by the distribution of wealth, resources, income, political power, and status of women. The canadian government responded to the public opinion regarding creating a social compact with generous welfare provisions. Canada continued to deliver a lot of social welfare services as a responsibility from their government. This included education at a decreased cost, sponsored housing, universal health care and an effective public transportation system. The canadian policies acknowledge the different classes of the populations and not only to the rich, this allows people even from the marginalized populations to have proper access to health care.
