The rule of law in practice: the justice system. In modern democracies every exercise of power can be traced to a law that provides the authority for it. A law made today remains in effect until some other law is passed to replace or repeal it. The law consolidation or codification of the laws in force at a particular point in time: legislative function of parliament or legislature is about adding changing or subtracting from this body of law. Statutes are listed alphabetically by title, and regulations are listed according to the statute under which they were made. Making of law occurs in legislature and its committees. What matters in these contexts is the control of the executive over its legislators. Take place in public: presentation, debate, scrutiny & testimony. Legislative proposal put forth to the members of legislature. Important part is to let the legislators speak for or against the proposal. Strengths and weaknesses are uncovered in this way.
