If you measure dependent variable and manipulate iv you are doing an experiment. Surveys tend to be concerned with measuring naturally occurring relationships. If you measure both then you are doing a survey between variables. Experimental research cares about relationship between two variables. In surveys you can have a bigger sample because you can give surveys to more people. They seek to establish control so that they can generalize observed processes to a population where the same conditions are found. Some surveys actually involve manipulation: those that use split ballot technique. A survey research procedure whereby experimental manipulation are included. The most obvious form involves randomly selected participants receiving different questionnaires. In effect, split-ballot techniques are not surveys but experiments. Surveys iv are the variables that researcher believes to be casual.
