Promises not kept: poverty and the betrayal of third world development (7th ed. ). Isbister argues that poverty in third world countries has been a result of capitalism. Poverty in third world countries is not traditional. Third world countries are impoverished by rich countries. Capitalism is not the strategy which is applicable to the majority of the world"s poor. The dependency school argues that the growth of today"s rich countries has impoverished the third world rather than helping them. Differ from the modernization perspective, dependency theory has been a product of the third world itself. Underdevelopment is not just the failure to develop, it is an active process of impoverishment. Unlike the modernization school, the dependency school argues that the third world societies been formed, even created, by their interaction with the world"s rich ( and, not incidentally, capitalist) countries. The third world countries have been changed for the worse.
