Criminality: act that is in violation of the criminal law. Includes failures to act, attempts to act, and agreements to act. Murder is a crime because it is a certain type of killing. The behavior of killing is not always a crime: only a crime under certain circumstances. Failures to act are also crimes: not paying taxes, not paying child support. Criminologists must decide what they want to be able to predict and explain. The more types of human behavior we can explain, the more useful our theories will be for developing preventative policies. Delinquency: acts committed by juveniles, that is committed by adults, would be considered crimes. States have different juvenile ages, so crimes in one state may only be delinquencies in another.
