Vice president officially become president, not just filling in. Vice president nominates someone to be the new vice president, congress approves. Law passed by congress that created the succession. Congress can give away some of their power to the president. Political scientist who said a president"s greatest power is the power to persuade. President can do anything the constitution doesn"t prohibit. President can act in violation of the constitution. If the president is going to send troops somewhere, they have to tell congress. Congress has to approve the treaties (senate vote) Like a treaty, but done without congress. President does not have to give information if they think it"s privileged. Nixon had to give up the tapes. Like laws, but don"t have to go through congress.
