Development of legislation is the point in policy formulation at which specific legislative proposals advance through a series of steps that can end in new or amend public laws. Legislation development begins with the origination of ideas for legislation and extends through the enactment of some of those ideas into law or the amendment of existing laws. Formal enactment of proposed legislation into new or amended law represents a significant transition between these two phases of the overall public policymaking process. Individuals and health-related organizations and interest groups can participate directly in originating ideas for legislation, helping with the actual drafting of legislative proposals, and attending the hearings sponsored by legislative committees. Simple resolutions and concurrent resolutions are not presented to the president because they do not become law.
