The original founders of this country were very much concerned with crafting a series of checks and balances that would prevent any one segment of the government from becoming too powerful and usurping individual rights. Law enforcement was not concentrated within a single entity. It"s best described the combination of a series of fragmented and decentralized agencies. Fragmentation: there are multiple layers of independent organizations within the overall law enforcement system. These agency levels include federal, state, county, and municipal areas. Geographical jurisdiction: the land area that an agency covers. Local police provide protective services within the city limits. Municipal police officers are responsible for law enforcement activity inside the city. Two prominent state level law enforcement organizations: State police serves as a miniature fbi. The sheriff"s office retains law enforcement authority over the entire county. Final layer is federal law enforcement agencies which have national jurisdiction.
