We need to understand the role of hormones on sexual behavior. Female gonads are the ovaries and their hormone is estrogen. The amount of testosterone affects sexual activity while estrogen does not. Less than 1/3 of parents have the sex talk with their kids and teens get their information from peers, which are inaccurate. People believe that if we give sex education to kids they are expected to have sex all over the place but research proves that it is the opposite. Young people actually will be more careful about sex if they had sex education. Male are socialized to pursue sex, have a high number of partners and perceive sex as fun. Females on the other hand are sexually passive, sometimes even submissive. It is bad for them to have a lot of sex because that is reserved for committed relationships. Males are 3x more likely to masturbate since their ding-a-ling is right there.
