Federalism is a hybrid arrangements that mixes elements of confederation and unitary government. Unitary gov is more popular around the world: central gov establishes policies and raises money. Federalism: same people and territory are included in both levels of government, constitution protects citizens, citizen exerts leverage over other citizens, independence, mutual in uence. Local government=under state control: intervene in local affairs, unitary rule. Dual federalism: states and national government preside over spheres of sovereignty . Shared/cooperative federalism: jointly supply services to citizens, intersect over important functions. America is more of a shared federalism. National government has a hand in almost all policies: new deal and great society. New federalism : gave states back their power. Incentive to make everything federal: presidents are rewarded when state policy aligns nationally, congressmen get credit for helping their state through federal government. 17th amendment: mandated direct popular election of senators, senate holds up national government.
