Came to love and respect the roman empire. Rome rose because its institutions were great and its people operated in the government with efficiency. Roman government perfectly balanced the three types of government: monarchy, aristocracy, democracy. Checks and balances influenced later france and american constitutions. Best constitution contains the elements of kingship, aristocracy, and democracy. Consuls remain in rome and are the masters of the administration. Everyone is under the consuls except for the tribunes. Consuls introduce foreign ambassadors, bring matters before the state, see to the execution of the decrees of the state. Must consult people on matters that pertain to them. Impose levies on allies, appoint military tributes, make up roll for soldiers, select suitable soldiers. Absolute power of inflicting punishment on everyone under command of the military.
