Students with severe disabilities need instruction in basic skills: frequently have multiple disabilities (physical impairments and health conditions) Students with profound disabilities have delays in all domains of functioning at a developmental level no higher than 2 years. Idea definition of traumatic brain injury (tbi) -- an acquired injury to the brain caused by an external physical force, resulting in total or partial functional disability, psychosocial impairments or both, that adversely effects a child"s educational performance. Causes: brain disorders result of abnormal brain development or brain damage.
