Pooling: when all the actors take the same action. All the possibilities stay in one pool together, since you cannot separate the options. Separation: when each actor (or type) takes a different action than the other. The type of actor determines the action. Pure pooling and pure separation are rare. Peace process: the parties agree on small cooperative steps that place neither side at substantial risk if they fail. It is very hard to separate types in world politics. Resolute types want to convince the other actor that they are resolute, while irresolute types want to convince that they are resolute. Therefore, actions speak louder than words: statements of intent don"t mean much. Costly signals: actions that persuade the target that the initiator is resolute. Commitment devices: actions that make going to war better than backing down. Pre-commitments: promises in alliances, positioning of troops. Audience costs: public declarations during a crisis. This raises the cost of backing down.
