Focus primarily on current offences and proportionate responses (less on rehabilitation, but still important) Need to look beyond law for addressing broader root causes of youth crime. Yoa (1984-2003): modifiied justice model; alternative measures (diversion); accountability, rehabilitation overuse of custody; deterrence; little diversion away from court. Prior to bill c10: not deterrence or denunciation - usually translates to more severe sentences and/or custody as the answer.
