The development of the canadian health care system. 1867 - confederation: income security and welfare measures (health) were not specified as part of federal or provincial mandates. British north america act - excludes welfare measures completely. Poor relief administered at the local level was the extent of government intervention. Those in need relied on charity or religious organizations. Important : bna assigned responsibility for marine hospitals and quarantine centres to federal government - all else to the provinces. Thus, health care became a provincial matter. 1912 british national health insurance program implemented. 1914 first rural municipal health insurance plan, saskatchewan. 1914 sarnia, ontario, about to lose their only doctor, paid him a retainer. 1919 first provincial attempt at health insurance british columbia provincial commission set up to study possibility of public health insurance but booming economy of 1920"s prompted less interest.
