Both a type of government, and a process of making decisions/impacting behaviour. Various special purpose bodies that operate at the local level. A legal device (a corporation) to allow residents of a specific geographic area the authority to provide services that are of common interest. A democratic institution, governed by an elected council that exists as a vehicle through which citizens can identify and address their collective concerns. Power to deal with wide range of issues. Municipal governments exist as creations of the provinces. The incorporation of municipal government is not a contract between it and the local citizens. Only 2 levels of govt : fed, prov. Says province can exclusively make laws over municipal institutions. Means there is no appeal to higher government after provincial decisions. Over 5000 local governments, fewer than 400 cities. Ontario - most populous province, very few local governments (574 vs sask. Larger and larger municipalities have implications for the character of local government.
